Cat. 05 Runoff Control from Farmyards and Horticulture Facilities.

Relevant BMP Practice Codes 0501 and 0502

This diverse category includes a variety of eligible projects associated with reducing,
controlling or managing upslope clean water and downstream grey water from livestock
and horticulture facilities. A 50% (to max. of $20,000) cost-share incentive is available to
qualified participants to undertake diversion and mitigation projects on existing operations.

Components to Application:

• Complete a Third Edition EFP and have it peer reviewed
• Complete a Project Proposal Application (available from your local OSCIA County Program Representative)
• Read the Background Eligibility Information (attached to Project Justification and Assurances Form)(PJAF)
• Return the appropriate completed and signed Project Justification and Assurance Form together with other supporting documents as required by the project type.

Required Justification and Assurances Forms:
This category encompasses three types of projects with distinct eligibility requirements:

• Cat 0501 Water Diversions: Complete PJAF - D1
• Cat 0502 Roofed Livestock Yards: Obtain a Letter of support from an OMAFRA Nutrient Management Specialist that the project will reduce environmental risk to an existing threat (Prior to initiating the project)
  
                       And
  
  Undertake an OMAFRA approved Nutrient Management Strategy (NMS) or Plan (NMP)
                       And
  Complete PJAF - D2
• Cat 0502 Impermeable Base in a Livestock Yard: Complete PJAF- D3

Eligible Expenses. Eligible expenses include, but may not be limited to:

• See detailed Project Eligibility Policy and Procedures
• Eaves troughs and other water diversions away from potential sources of livestock manure contamination.
• Upstream diversions (catch basins) to divert water around potential sources of contamination.
• Treatment systems such as flow paths and vegetative filter strips
• Impermeable bases e.g. concrete in existing concentrated livestock confinement areas.
• Roofing existing livestock yards to eliminate contaminated runoff.

Applicant Responsibilities:

• Read and adhere to Construction Guidelines (as required)
• Complete the appropriate Justification and Assurances forms
• Obtain all building, siting, and design permits or approvals that might be required and ensure that the proposed project complies with all Municipal, Provincial and Federal Regulations

Project Requirements:

• Funding will only be approved for a covered livestock yard if it completely addresses runoff from an existing livestock yard.
• For operations planning to expand, assistance will only be provided for the existing animal numbers. Pro-rating of the eligible expenses would be required in cases where there are expansions in animal numbers.
• All covered yard projects require a support letter from an OMAFRA Nutrient Management Specialist that the project will reduce environmental risk to an existing threat and undertake an OMAFRA approved Nutrient Management Strategy (NMS) or Plan (NMP)
• Proposals for covered yards must include adequate separate manure storage to be in compliance with their NMS/P.
• Combination Manure Storage (Cat 01) and Covered Yard projects (Cat 05) must include a reasonable allocation of costs to the two distinct components of the project.
